Issue:

Functional admin is not available for sysadmin, i have activated this responsibilty.
but infront end it is showing that "Functional Administrator is not a valid responsibility for the current user.
Please contact your System Administrator"
Solution:
---------
1.Create one application test user.
2.Add Functional Administrator responsibilty to test user.
3.Clear Cache
- go to "Functional Administrator" responsibility
- select Core Services => Caching Framework => Global Configuration => Clear cache
(please review Note 759038.1 for details).
4.Bounce opmn services
5.End date the test user
